Why is the withdrawal not always immediate?

Parasail stakes FLT across various providers with staggered capacity commitment schedules. Withdrawals occur once the next capacity commitment expires, unless there is sufficient liquid FLT available in the staking pool for immediate withdrawal.

Do rewards and slashing continue during the withdrawal waiting period?

During the waiting period, rewards and slashing will continue to apply, as you will still be holding pFLT. The actual amount withdrawn may differ from the requested amount
